Richland may consider three-pet limit (+survey) (The State)
A proposal limiting the number of pets allowed in suburban areas appears to be
heading to Richland County Council for consideration in coming weeks.
A draft of the measure, sure to stir emotions, would impose a three-pet limit
in all but rural-zoned areas.
No limit exists now on the number of pets owned by people living in
unincorporated Richland County, but the city of Columbia has a two-dog limit
that primarily is enforced when neighbors complain about barking dogs or
unsanitary yards.
The proposal is part of a revision of the county's animal-control laws
undertaken in part to align policies in the two jurisdictions, which share an
animal shelter.
So far, the level of support for restricting pets isn't clear. The measure is
expected to get its first committee review Nov. 22. If it moves beyond
committee, adoption of the proposal would require a public hearing before the
11-member County Council.
